If it got cold enough here, electric Jackets used by Motorcycle/Snowmobile riders would be my choice. I've used a Gerbing electric jacket while riding in 28° F temperatures (-2° C). Mine is a direct wire jacket (12v) but the newer ones are available with rechargeable LI-Ion batteries.
We also have the amazing Snuggie in the US:
