Minus 3.6 degrees Celsius isn't very cold for a Peltier Cooler davy.
Peltier Coolers normally start their cooling level rating at minus 10 degrees Celsius and go down from there to around minus 40 celsius, some to minus 50 celsius. Minus 3.6 Celsius is pretty weak cooling.
The 5 Amp draw also sounds like a bit of a worry too. Most 12 volt Peltier assemblies draw only around 2.1 amp to 3.6 amp.

Hi ken,I done a few tests on Peltier about year and a half ago ,one I got was pulling nearly 8 amps,I tried it on power pack in flat and wouldn't entertain it,had to test at work,,yeah I was hoping it went colder,I was thinking more a wind chill affect,putting a fan to cold side to cool acamera,,the samsung has a thermal shock of -10 in it's spec,on my mods without Peltier ,four fan job it was good results taking it back to ambient temp,so -3 would give good results.

8 amps!!! WOW!!! That's a huge draw! That'd flatten a battery pretty fast

Was my last go with Peltier modules,, needed massive power supply to run it,,decided to draw a line at that,,,no more Peltier devices

Could be worse. I have a thermal camera that I have to keep filled with liquid nitrogen (-196 degrees Celsius) to use.

Guys,,you sook the hot air out with fans,,,done the testing,,,,,four fans work better on the sammy :-)
