One of the biggest prohibiting factors of night vision use is cost. The other is availability. There are laws against export of certain levels of Night Vision/Image Intensifier technology.
ITAR (International Traffic in Arms Regulations - see glossary post) has strict laws against export. If you are in the US, then you are only allowed to buy from US dealers and may need to provide proof of citizenship. Export is forbidden. You will also have to check state laws you reside in about use of night vision devices. Most states have some laws in regards to use when it involves harming animals, i.e. Hunting laws. Check your state specifically to see how laws apply to you. If you reside in Australia or somewhere in the U.K., there are local dealers and you would have to purchase locally. Expenses for devices are not universal nor are they universal in availability of performance levels.
My advice - check first if your specific country allows sale and has dealers available and how localized law applies as well as ITAR laws.
I cannot speak of the regulations imposed by other countries. I have only looked at US and California law in regards to sale and use.
