the antarctic "international treaty"if there is one seams to be holding out, this is in extremely hostile conditions, the participating nations would come to each others assistance in an emergency,the multiple technologies used by separate nations might prevent a "all eggs in one basket "type of failure.the moon may be 100 times more extreme, which would require a little bit more co-operation. btw admiral bird reportedly lost 3 warships in antarctica, no international assistance available. john.
